The easiest way is to find or acquire a cheap spare Android tablet or phone (no cell service needed as long as you can connect via wifi)Make sure its been factory reset, then turn it on and do the bare minimum setup so you can get into the play store. When you do that It will prompt you to make a google account and it will let you do so without requiring you to provide a phone number.
